The savings pact produces few results

The “10 PJ Energy Savings in the Built Environment” was concluded in May 2017 between the Ministers of the Interior and Economic Affairs, the industrial organizations Energie Nederland, Techniek Nederland, the Netherlands Association for Sustainable Energy (NVDE) and Netbeheer Nederland. The idea was that citizens would adjust their energy consumption if they were given more information about consumption. For this reason, the installation of smart meters and special energy-saving applications has been stimulated, and additional subsidies have been introduced for heat pumps and solar boilers. The agreement expired in December of last year.

rosy

The report shows that the two parties amounted to very rosy savings. The installation of smart meters was a great success, but the expected savings were much less. “Untamed”, is what he calls the parties to the covenant. At the beginning of the era, the effects were estimated to be more rosy than they appear in practice in 2020, according to the impact measure. This results in less energy savings than expected based on the research at the time of the investigation. It has become clear that encouraging positive behavior in the form of additional saving measures takes a long time. People’s behavior cannot be changed in this way, and it turns out that it is influenced by several factors.

clear language

According to the parties, the program has provided many ideas on how citizens can deal with energy and energy savings. To further spur energy savings, more research is needed on what exactly motivates people to take these kinds of measures. In addition, parties should encourage low-threshold measures, speak clearly, and actions and tools, such as support schemes, should be better coordinated.
