President Vladimir Putin has ordered Russia’s military to grow to 1.5 million active-duty troops, making it the world’s largest after China. The decree, published on the Kremlin’s website, also allows for a total increase in the armed forces to 2.38 million personnel.
This expansion is driven by Russia’s ongoing military campaign in Ukraine and the need to reinforce its forces along the vast front line. Despite having a larger population and recruiting volunteers, Russia has suffered significant losses on the battlefield.

Putin’s order is the third expansion since the invasion of Ukraine. It aims to bolster Russia’s combat capabilities and counter the growing military power of its adversaries. In particular, Finland’s accession to NATO has raised security concerns in Russia’s northwestern region.
The expansion of Russia’s armed forces raises questions about the country’s financial ability to maintain such a large force. Experts suggest possible measures such as expanding conscription or encouraging more women to join the military. The Kremlin currently denies plans for further mobilization.
