Earlier, Mayor Bill de Blasio declared a state of emergency for New York City. He called on residents of the city, which has a population of millions, to stay in their homes. Authorities warn of flash floods. “Don’t go out into the street and let the emergency services do their work,” the book says. About 5,300 families in the city are without electricity.
De Blasio also called on people not to take the metro and not drive. Air traffic was disrupted at Newark Airport, one of the city’s three major airports.
